The CIVIS Manifesto

A politics of awareness, not ideology.

Across the United Kingdom and across the world, politics appears to be stuck. Despite endless debates, policy cycles, manifesto promises, and elections, the same patterns repeat:

Every party claims the others are wrong. Every ideology claims to offer the answer. Yet the outcomes remain the same.

At Civis, we believe the problem is not ideological at all. It is developmental.

1. Politics Assumes a Level of Thinking Most Citizens Don’t Operate At

Modern society requires citizens and leaders who can:

But research consistently shows:

Most adults think at a level too limited for the complexity of modern society.

Politics collapses because we are asking low-complexity minds to navigate high-complexity problems.

2. Politics Rewards Low-Level Thinking

A political system designed around reactive cognition will never produce long-term solutions.

3. Integration Fails for the Same Reason

Integration problems are not just cultural — they are developmental.

Successful integration requires higher levels of thinking. Most do not operate there.

4. The Wrong Questions

The real question is:

How do we raise the level of thinking and awareness of society?

5. Civis

To raise the developmental level of society so politics becomes functional again.

Civis is not left or right. Civis is developmental.

6. A Mature Politics

7. The Proposal

Increase our collective capacity for awareness and complex thinking.

When people grow, society grows. When society grows, politics works.
